MIB Introduces Renewal of Multi System Operator (MSO) License Registrations
On September 27, 2023, the Ministry of Information and Broadcasting (MIB) introduced significant amendments to the Cable Television Network Rules of 1994, This amendment introduces a new procedure for the renewal of Multi-System Operator (MSO) Registrations and includes a provision allowing Cable Operators to share infrastructure with Broadband Service providers, thereby extending internet access to remote areas.
The key highlights of the amended Rules for MSO Registration include:
1 Renewal of MSO License Registration:-
- Extended License / Registration Period: MSO (Multi-System Operator) registrations will now be renewed for a ten-year period, providing more extended operational stability.
- Online Renewal: MSOs must submit their registration renewal applications through the MIB’s Broadcast Seva Portal, streamlining the renewal process.
- Renewal Fee: A processing fee of Rs. One lakh has been established for the renewal of MSO registrations.
- Renewal Timeline: The application for the renewal of MSO registration must be submitted within a specific window, which spans from seven to two months before the current registration expires.
2 Broadband service providers in India can now take help of the cable TV operators to provide internet access to customers throughout the country. as they can now collaborate with cable TV operators to expand internet access services to customers across the country. This infrastructure sharing initiative aims to enhance internet availability and connectivity for a broader segment of the population.
Previously, the Cable Television Network Rules of 1994 only allowed for fresh MSO registrations, with no specified validity period for existing registrations and no provision for mandatory online application submission.
The introduction of infrastructure sharing between Cable Operators and broadband service providers is expected to bring dual benefits, including improved internet accessibility and more efficient resource utilization. It will also reduce the need for additional infrastructure to support broadband services.
